peugeot 406 1997 2.1 td ?

My 406 is struggling to start when cold, have changed all glowplugs but problem persists, Been advised that relay to glowplugs could need replacing, Where do i locate relay and is it easy to replace

very dear to replace a way to check is get a piece of wire put one end on battery positive and put other end on a glow plug where the othe wire goes on be carefull only put on where other wire is count to 10 then take of and start car should start straight away
