Mend Craftsman 917 Tractor Rear Locked

Craftsman 917 tractor rear wheels locked?

I went to roll my tractor out of the shed and the rear wheels are locked. The tractor is not running, is (or appears to be) in neutral, the parking brake isn't on and the blade is not engaged. I tried pushing the clutch and changing into all different gears, but nothing will unlock the wheels. Any suggestions?

Run the engine, & then change into neutral. So you KNOW it's in neutral, unhook any toys off the back too & check there isn't a spade/axe handle jammed anywhere.
