Mend Toyota 21 DS Sewing Machine Repair Thread

Toyota 21 DS needle can't pick up from bobbin?

Machine jammed while sewing. Removed the excess cotton, rethreaded machine but now the needle seems to be hitting something but not going down far enough to pick up the thread from the bobbin. Took it apart but can't see what is wrong. Any ideas, anyone?
