Mend Problem Clear Noise

How can i fix my sound recorder?

hi
i have a problem which is when i use my sound recorder the voice is not clear , there is an ongoing noise that affects my hearing , it is very annoying, i thought the problem was due to my mic , therfore i had changed it, but the problem has remained the same , what to do ?

the issue is most likely a low quality sound card, if it's really important, your going to have to replace the card
