Mend Suffolk Punch SP55 Engine Carb Fuel

Suffolk Punch won't start?

I have checked the carb and spark plug. They are both fine. Someone said that the spark plug should be wet with fuel, but it is not and the spark plug chamber looks a bit oily but not at all wet. Should it really be wet? I think not. But maybe the fuel is not coming through from the carb.

check if your getting a spark first with the plug out, if it sparks, try a drip of flue into were the spark plug screws, put the plug back in in and try it,
