New Power Devil petrol lawn mower SL1P64F not starting?

Have just got a Power Devil No SL1P64F and it will not start. It is brand new and was an 'insurance return' Fault on the returns form goes as; 'Two rubber parts go from where the petrol comes out, they have split, so it's now not working' I have tested the spark plug and it gives a good strong spark when earthed onto the bodywork of the mower. The only rubber part 'where the petrol comes out' is the feed pipe through the petrol filter and then to the carb. Any help would be appreciated.
