Mend Hoover WindTunnel Windtunnel Turn

Hoover windtunnel brushes not moving will turn if bend down handle? belts?

My windtunnel brushes will not turn only when i bend the handle down they will spin but as soon as I lift up they stop spinning?
Is this both the belts?
