How can i fix my accenta 8 strobe output?

The strobe output on my Accenta 8 alarm appears to have failed. Terminal 23 has the 12V permanent set voltage as it should but terminal 24 doesn't switch teh 0V line. I'm not even convinced terminal 24 is connected to 0V as i put a scope on it and it's very distorted. It is teh same with or without teh external bell / strobe unit connected.

strobe output should be ov removed when in normal mode and applied to terminal when activated, for the price and aggro of changing panel why not put strobe cable in with bell cable, the only difference would be is that when the bell stops ringing the strobe will stop flashing.
