Toshiba 50 Inch Projection TV that won't power up?

I have a 50 inch toshiba projection television that does not power up.The model is TP50H95. When I try to turn on the TV is clicks twice and then the red power light blinks. I have had a repair man out several times and he can get the television to work for a few days then I begins to act up. Once he fixes it and before it totally won't go on, you can flip the surge protector switch and the set will turn on. Also when the set is used throughout the day ther doesn't seem to be a problem but when it sits overnight that first power up is a challenge.

I would be interested in our ideas since it has been at the repair shop for almost a month.
