Mend Belle Minimix 140 Cement Mixer

Belle Minimix 140 drum spins too fast?

I have a belle minimix 140 cement mixer 240v. I have not used it a while and for some reason the drum now spins way too fast to the point where it nearly takes off. Am I right in saying it could be a capacitor problem?
