Mend Tamper Power Alarm

Tamper Light?

Hi the power went off and when restored I the tamper light has stayed on I cannot set the alarm, I have tried shorting the tamper pins on the system but it still stays on, so thinking it caused a fault got a new system keyboard and panel wired it up the same and guess what exactly the same, could you please help.
