Regeneration doser over flow?

Behind the left hand side panel of the my Favorit 40660 dishwasher is the big white plastic Adjustable Regeneration Doser. There is a short drain pipe at the bottom which empties into the tray which, if it gets too full, triggers the well known i30 anti flood protection code which causes the machine to go on a constant empty cycle. Does anyone know why water should be coming out of this short tube?
