Mend Singer 6211C Sewing Machine Thread

How can I fix the tension on my Singer 6211C sewing machine?

The thread is rats nesting really bad on the bottom when I try to sew. It does need cleaning, but the tension isn't smoothly adjusting. Help I have no manual.
