Mend Singer 814 Sewing Machine Tension Repair

How do I lessen the tension on my sewing machine?

the needle-thread tension dial on my singer 814 puts too much tension on the thread and the thread breaks. I have dialed it all the way down, but it doesn't help. How do I fix this?
