My charm glow heater comes on but fan motor wont work?

Like I said all the electric switches work fine but the blades wont spin and the element works but it smokes?

Heating, Fan Heaters Fan Work Electric

Either the motor is defective or
The bearings are gummed up with dust (fluff)
Or no power is being directed to the motor
