Removed the panels and removed the ice blocking the drain hole but the frid?

If there's ice blocking the drain hole then before it became ice it must have been water - but it didn't drain out of the drain hole - so the drain hole must be blocked.

If there's ice in the Fridge something must be working but you do not say what's wrong - only that the drain hole had ice in it.

If there's a fan then it will be driven by a motor - all the fan can do is circulate the air in the fridge. It's not an essential item.
