Mend Brother PC 8200 Sewing Fix Fabric

How to fix non operating feed dogs, Brother PC 8200?

The feed dogs on my Brother PC 8200 just stopped moving. They seem to be in a "down position" and I cannot get them to raise up to position to advance fabric. What is wrong and how do I fix it?
