Stannah Stairlift Model 300?

Stairllift had power to everything but it only clicked and chair clicked a little bit up or down and then would move three or four inches. Then when swiveling the chair it lost all power except to the power light that indicates the battery is charging. Took the chair apart where the chair swivels and found a bare wire and fixed it but gained no power and could find no fuse that might be burned out.
