Mend Qualcast Mower Blade Repair

how do I repair my electric Qualcast mower?

The blade on the mower has all of a sudden become that stiff that I cannot even move it by hand. I soaked the retaining bolt with WD 40 for an hour and it made no difference.
Please help!
