Mend Macallister 500 series Series Lawn Mower

how to fix Macallister 500 series lawn mower?

The bolt holding the blade of the above mower loosens every time i pull the starter cord which then progressively tightens until inoperable. I have screwed the bolt underneath leaving a 6mm gap as instructed. I am not a mechanic (no surprise) so what is causing this please?
