Mend Countax Turn Key Noise

My Countax (Briggs and stratton) won't start?

I turn the key and there is a clicking noise and whirring sound (starter motor) but the engine won't turn over. I've put new fuel in the tank and there are no blockages as far as the carb.
Any suggestions ?
