how do i know if both elements have gone on my indesit grill?

I have an indesit model number FDU20IX when the grill was turned on neither element lit up but the fan was working and a small amount of heat was coming from the element.would just like to know if its possible both failed at same time or could there be another reason

test the elements with a multimeter.whilst your at it check if mains is getting to the element when switched on again using a multimeter
