Baxi Duo tec boiler, hot water but not from one tap?

I have the above bolier, all the hot water taps in the house are running hot except the bath tap which is cold, the boiler does not click on when I turn the bath tap on.

What could be wrong with it? And can I fix it or do I need a plumber, boiler tech?
