check the vacuum tap is connected properly there will be two pipes from the carb going to it one is the fuel piupe and the other one goes onto the inlet manifold and draws a vacuum from it to open the fuel tap,the fuel will not run from the tap unless the bike is running or unless you suck on the pipe ok
