Can a dryer belt be to tight?

I just replaced a new dryer belt on our GE dryer. Besides the usual issues, it went one pretty tight. Is this normal... Can a belt be to tight?

If trying to fit a new belt, you may think that you have purchased the wrong size, as they are incredibly hard to stretch over the tension pulley. You will need to keep stretching the belt until you can get it over the pulley. A good screwdriver will help to force it over the pulley. Its's difficult and very frustrating but the belt will stretch.
