Mend Rover Ignition Battery

My rover won't turn over or start?

All the ignition lights are coming on ,lights,horn,wipers,electric windows, every thing works ok,I have charged the battery and still the same , there is also a small round red light on the dashboard on all the time. Can anyone help.

I would suggest you look at the battery lead and make sure there is not a big fuse part way down the cable
