Mend Peugeot 206 Diesel Start

my peugeot 206 diesel reg 2000 wont start?

when i turn the ignition on, the heat plug light on the dashboard flashes a few times and then goes out quickly, when i try to start it nothing happens and no sound from the starter motor.battery is ok and starter motor recently changed
