Mend Craftsman 917.271011 Mower Throttle

Craftsman 917.271011 mower will not start?

Craftsman 917.271011 mower will not start. It was reving up when parked last fall without manipulating the throttle. When getting it out to do maintenance it would not start. Battery is good, so far have replaced the solenoid, the ignition switch and both operator presence relays with some bought at O'reillys. It still will not start. You can get it to turn over by jumping across the solenoid.

Yes it has fuel. It will not turn over you can hear the fuel solenoid clicking .
