Bobbin tangle?

I have the Brother VX-950 sewing machine. I can't remember how old it is but it's at least 20+ years. I haven't used it very much. Everytime I start the thread becomes tangled in the bobbin area. Looks like it is getting caught up in the retaining ring or shuttle. I have rewound the bobbin.

tension need to be set or it could be the thread passage on bobbin case to small or tension spring on hook broken.take close look at hook and bobbin case working and you wil figure out what i mean.if not get back and will try to explain better
