how can I fix my scantronic hardwired control panel 9448+ outside alarm box?

try doing abell test,press 4 then enter key in pin number,you should get 3 secs of internal sounder,3 secs of external sounder

How long are you letting it go off for? It may have the 30sec Dual ply programmed - meaning that the external sounder does not activate until 30 seconds after the internal alarm has activated. Have you tried this first?

Remove all the bell wires from the panel (Warning mains is present, do not proceed if not competent).
Link out the tamper and then test the panel outputs with a test meter, if these are good you need new bell. If not a new panel AND possibly a new bell as this may have damaged the other.
