I would short out the soleniod with the key on to see if the engine will crank. Remember you have to have the brake pedal depressed, the PTO disengaged and weight on the seat. If the engine will crank the soleniod may be bad. If it will not it is most likely a bad safety switch. There are at least 3 and tracking down the defective one can be challanging.
