Mend Pontiac Bonneville SE Heater Fuse Keep Blowing

Why does my heater fuse keep blowing?

Today, we had the cell phone recharger plugged into the ciggarette lighter. The heater started blowing cold air and the ciggerette lighter would not heat up either. We changed the 10amp fuse and it worked for about 15 miles then it blew again. What can I do to fix the fuse so it won't blow again? I have a 2001 Pontiac Bonneville SE with 129,000, miles on it.
