McCulloch petrol strimmer/brush cutter throttle trouble?

The throttle on my 250CXL doesn't work correctly, I have to keep releasing it as it seems to be over-revving (if that's a term) then when I try to pull the trigger up again the engine just idles, is it cable trouble? if so can I replace it myself? Thanks.
