Mend Masport Lawnmower Engine Starting Problem

how do I fix my lever on my masport lawnmower?

I have a masport lawnmower and the start lever goes halfway then stops and wont go all the way down. I cant start it unless the lever is all the way down. It starts then turns straight off again. Please can someone help, thank you.
