Heavy Stearing on a cargo 0813?

I have a H reg cargo 0813 and the stearing has become very heavy especially at low speeds ie parking, turning in garage etc. I'm told that it could be as simple as the power steering fliud needs topping up. However, I cannot find a reservior to fill. Can anyone tell me where it is?

if its a dover engine fitted it will be at the back of the compressor pump if not that make sure the king pins are well greased and tyre pressure correct
