clutch i think?

when engine is running i cant select gears but when it is off i can select gears.... the lorry is a 330 bedford tk 1978

clutch not clearing,may be a hydraulic fault but could be a broken clutch plate spring which is trapped between pressure plate and flywheel, has vehicle been stood a while in this case plate is probably rusted and stuck to flywheel!
