Mend Water Boiler Pressing

oil fired domestic water boiler noisy?

On occasion, boiler wont start. Pressing reset button starts up but shuts down after about 20 secs. If the circular sight plate on combustion chamber is opened, furnace will start and keep going. Noticed fan on vent cooler is not working. Boiler emits gurgling type sound. It was cleaned a year ago.
