what will cause my DMTECH wt 20xt television to switch itself on and off every 10 seconds as soon as the main power is switch on?

Lots of things. interferance from another remote. interferance from sun light. possible power unit fault. IF not in the area of a window, probably power supply problem. The power board is faulty.
