Mend Sears 275400 White Smoke Starting

Sears 275400?

My 275400 lawn tractor keeps flooding out and blowing white smoke upon starting. I have put new gas and new fuel filter and it is still doing it. I also noticed that the gas went down almost 1 inch in the tank after just 1 week of sitting
