Mend Victa VE40 Replace Pull Cord

Victa VE40 lawn mower?

I can replace the pull cord on the starting assembly and I know how to retension the cord but the return spring in the starting assembly is broken. How do I remove the pulley and the latching gear to get at the return spring?
