how to fix return spring in starting assbly?

Victa VE40 2 stroke mower. I was replacing the pull cord on the starting assbly but cannot get tension on the return spring, how to disassemble the starting assembly to check or replace return spring.

did you remember to tension the spring?
when you fitted the cord to the pulley (first) leaving it loose,and rewinding by turning the whole pulley against the tension of the spring, so that when you release the cord it will pull the cord in by itself.remember to put the pull handle on first.
