Mend Renault Megane System Working Flashing

central locking system not working?

I have a renault megane 1998 the central locking is not working , I can't start the car also there is a flashing orange light on dashboard that looks like a heart monitor. the manual cental locking button inside the car doesn't work either
the key fob batteries are ok
