Mend School Smart 27" Top Heating Element

How can I fix a School Smart 27" Laminator?

We have a School Smart 27" laminator. It will adhere on the bottom, but not on the top. It seems that the top heating element gets warm, but not hot enough to actually "melt" onto the paper.

I fix roll laminators for a living, the heat from the bottom heater will tend to heat the upper one, but not hot enough to stick. Check and make certain all the heaters are plugged in. you will ,likely find a terminal off or loose, perhaps melted.
