Mend Pfaff 145 H3

I have a phaff 145 H3, Main foot shaft is stuck in up position?

The main foot shaft or column is stuck in up position, doesn't go all the way down, doesn' t move when I press the peddle to sew. Can someone help me to figure this out?

if you can move it by hand their is a screw loose on cam arm,if not it means it is stuck because of little oil or a bent shaft.does the rest of machine turn and did you check drive belt. their are a couple of screws between main shaft and needle bar i presume that is the shaft not going up and down?please give more detail
