how do i bleed a rayburn 480k system?

hi, we have a rayburn 480k oil fuel cooker and about 3 days ago the control panel lights started flickering and failed to turn on, i discovered the oil was very low so filled the tank but the control panel will not go on at all and there is a buzzing/crackling sound from within the control panel. the landlord seems to think that the system just needs bleeding but the man who was supposed to come round didnt show up yesterday!please help as christmas lunch will be beans on toast if we cant fix it.
