hotpoint aquarius df23p diswasher not finishing cycle?

The washer wont finish a cycle. The programme dial seem stiff, like if it is prevented for rotating as it completes each step of the cycle.

It may be the programme dial itslef. Or it could be that its not completing a step as it should thus preventing the dial from moving to the next step as all conditions in the current step are not made/complete!

any ideas
