Mend Elite RS200 CB Machine Thread Bobbin

how can I get my elite sewing machine to pick up thread from the bobbin?

I have an elite RS200 CB sewing machine that will not pick up thread from the bobbin, I have changed the needle, is there anything else I cna do?.
