How to diagnos burner won't light when pilot light on?

The pilot light will stay on, but the burner will not come on when the control knob is turned to on position

replace high level stat. replace gas reg valve .

Also fault in high limit term start before gas valve if no signal or power to on off to term start gas vale will not open
