boiler on but no hot water or heating?

Boiler is on. LED display indicates that the heating is on but nothing coming through to the radiators, Pipes to and from the boiler cold. No flashing hot water symbol.

Agree that the instructions are totally useless. So are the engineers, just had one out yesterday who left saying everything is working. No its not. Can anyone help Thanks.
