Siemens RCR10/433 receivers?

I am in a recently acquired house and am new to all these wireless systems. I have looked at all the previous questions relating to the Siemens RCR10/433-
GB and I think I have the same problem of red
flashing light on the receiver, boiler not firing up
and heating coming on and off randomly. I have no
idea what this tapping solution is. Could someone
please tell me who I get in to sort this out... a
plumber, electrician or who ?, I'm desperate. I
have just called Siemes and the woman who picked up the call said they only deal with white goods and had no other number to offer and had never heard
of this wireless system. Have called about 8-9
'heating engineers' none seem to know what to do.

I have only ever used bog standard radiators before with a basic thermostat on the wall. This system is
driving us bonkers. I wish we had never bought a
house with anything different.
